Board meetings are held on the third Thursday of every month at 7:00pm.

Meetings are held at the Village Hall, located at 305 Oak Street, and the public is encouraged to attend.

JANUARY 21, 2016

 

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd; Trustees Allen, Bailey, Pilgrim and  Whaley and Clerk Stetler.  Trustees Kingsley and Schoenbrun were absent.  Also in attendance were Ed Best; John and Nan Rudd; Darrell Tucker; Josh Coats; Patty Monks; Jim Cooper; Mark Brining; Tom Robertson Jr.; Streets/Maintenance Supt. Keith Reimer; and Water/Sewer Supt. Anthony Brown.

 

Motion to accept December 17, 2015 Minutes made by Bailey, 2nd by Pilgrim.  Roll call… Allen – AYE; Bailey – AYE; Pilgrim – AYE; Whaley – AYE.  All ayes, motion carried.

 

Darrell Tucker requested of the Board that two (2) trees be cut down on Village property located at 110 W. Essex Street due to damage done to his house during severe winds and that the Board reimburse him for his insurance deductible of $1000.00 since trees were on Village property.  Discussion followed.  Board agreed to cut down trees. 

 

Motion to reimburse Darrell Tucker $1000 for insurance deductible made by Bailey, 2nd by Whaley.  Roll call… Allen – AYE; Bailey – AYE; Pilgrim – AYE; Whaley – AYE.  All ayes, motion carried.

 

Josh Coats requested a street light be installed on N. Cheryl Court.  Discussion followed.  Keith Reimer to check into costs of installing new street light and report back at February meeting.

 

Tom Robertson Jr. representing the Optimist Club/Masonic Lodge Community Sale committee requesting permission for use of the park for March 19, 2016 Community Sale.  Mayor Rudd informed him that it would be put on agenda for February 18, 2016 meeting for approval.

Chief Harper presented to the Board figures for proposed clothing allowance for police officers.  Discussion followed.

 

Motion to implement initial $150 clothing implement then $0.25/hour worked per year thereafter made by Allen, 2nd by Pilgrim.  Roll call… Allen – AYE; Bailey – AYE; Pilgrim – AYE; Whaley – AYE.  All ayes, motion carried.

Reimer presented to Board estimate for installation of garage door on the south side of the maintenance shed from Tri-County Door Doctor in the amount of $2525.00 made by Bailey, 2nd by Allen.  Roll call… Allen – AYE; Bailey – AYE; Pilgrim – AYE; Whaley – AYE.  All ayes, motion carried.

 

Reimer also presented estimates for insulation and finishing of west side of maintenance shed.  Discussion followed.  Matter tabled.

Motion to implement new pay scale for Anthony Brown and Keith Reimer as follows:  Reimer start pay would be $14.00/hr and would increase on yearly anniversary date by $1.00/hour with a cap of $19.00/hr; Brown start pay would be $16.00/hr and would increase on yearly anniversary date by $1.00/hour with a cap of $23.00/hr made by Pilgrim,  2nd by Bailey.  Roll call… Allen – AYE; Bailey – AYE; Pilgrim – AYE; Whaley – AYE.  All ayes,   motion carried.

Mayor presented to trustees draft land purchase agreement from Pioneer Railcorp (a.k.a. Keokuk Junction Railway) for the Illini Bluffs Tiger Park land for $1.00, this would replace the current land lease that the Village has with the railroad.  Discussion followed.

Trustee Kingsley informed the Board that the carnival would be September 8 – 11, 2016.  A&A Amusements would be providing the amusement rides.  A&A Amusements would be having a bicycle safety on Sunday activities during the carnival and suggested that the Village Board donate a bicycle as a goodwill gesture.  Discussion followed.  Matter to be on agenda for the March 17, 2016 board meeting.

Also in attendance were John and Nan Rudd; Roger Alvey; Josh Coats; Harold Roberts and Loren Bailliez.  Streets/Maintenance Supt. Keith Reimer and Water/Sewer Supt. Anthony Brown were present.  Leann Westhafer entered meeting at 7:38pm.

Leann Westhafer asked the Board why there was to be a new street installed in front of her property on Cheryl Court since there was already a street light about 50 feet away.  She requested Board to look into installing light at the north end of Cheryl Court where it was needed more.  Discussion followed.  Reimer to get estimates from Ameren for costs of locating the street light at north end of Cheryl Court and to present estimates at April 2016 Board meeting.

APRIL 21, 2016

 

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd; Trustees Allen, Bailey, Kingsley, Pilgrim, and Whaley; Clerk Stetler.  Trustee Schoenbrun was absent.  Also in attendance was John & Nanette Rudd; Ed Best; Ty Bennett; Marla Scarcliff; Loren Bailliez; Jim Ausderau; Streets/Maintenance Supt. Reimer; Water/Sewer Supt. Brown; and Harold Roberts

 

Motion to accept March 17, 2016 Minutes made by Pilgrim, 2nd by Bailey.  Roll Call:  Bailey – AYE; Kingsley –AYE; Pilgrim – AYE; Whaley – AYE.  All ayes, motion passed.  Trustee Allen was absent for this vote.

 

Trustee Allen entered meeting at 7:05pm.

 

Nan Rudd requested that the race car cruise-in be changed from April 23, 2016 to April 24, 2016.  Discussion followed.  Permission granted.

 

Nan Rudd also informed Board that a car cruise-in is set for July 24, 2016.  Discussion followed.

 

Marla Scarcliff requested that the Board look into changing the Village Code to allow residents to have laying hens.  Right now the code states that your property has to be zoned agricultural and three (3) acres or more.  Discussion followed.  Matter will be put on May 19, 2016 board meeting agenda for vote.

 

Jim Ausderau requested the Board to look into correcting the parking problem at Main and Oak Streets because vehicles are parking on the sidewalk which does not allow for wheelchair access on the sidewalk.  Discussion followed.  Reimer to get parking blocks to be purchased to correct the issue.

 

Jim Ausderau also brought to the Board’s attention the sewer drain located at the end of the sidewalk at Essex and Oak Streets that it is dangerous.  Discussion followed.  Reimer stated that he has talked to Village engineer, Frank Sturm, regarding the issue and they are working on a solution to the matter.

 

Reimer presented to Board the quote from AmerenIL for installation of another light pole on Cheryl Court.  Boring would be $13/ft and $2000 for pole.  Two options for placement.  Discussion followed. 

 

Motion to have AmerenIL install new light pole located near 312 N. Cheryl Court for $780.00 for boring and $2000.00 for light pole, totaling $2780.00, made by Bailey, 2nd by Allen.  Roll Call:  Allen – AYE; Bailey – AYE; Kingsley –AYE; Pilgrim – AYE; Whaley – AYE.  All ayes, motion passed.

Harold Roberts informed Board that he is selling the utility trailer he has been letting the Village borrow when needed for $400 and asked if Board would like to purchase said utility trailer.  Discussion followed.

A SPECIAL meeting of the Village of Glasford Board of Trustees was convened at 6:30pm for the purpose of awarding bid contract for 2016 Main Street Improvement project.
