Village of Glasford Monthly Meeting Minutes

Board meetings are held on the third Thursday of every month at 7:00pm.

Meetings are held at the Village Hall, located at 305 Oak Street, and the public is encouraged to attend.

VILLAGE OF GLASFORD MINUTES

 

JANUARY 15, 2015

 

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Trustees Allen, Bailey, Malin, Michel, Schoenbrun, Whaley and Clerk Stetler.  Mayor Rudd was absent and Trustee Bailey acted as Mayor Protem for the meeting.  Also in attendance were George Wall, Tom Webb, Marc Bohannan, Chief Harper, Water/Sewer Supt. Roberts (who entered meeting at 7:32pm) and Streets/Maint. Supt. Brown. 

 

Motion to accept December 18, 2014 Minutes made by Allen, 2nd by Malin.  Roll call… Allen – AYE; Malin – AYE; Michel – AYE; Schoenbrun – AYE;  Whaley – AYE.  Motion carried.

 

Tom Webb representing the Optimist Club/Masonic Lodge Community Sale committee requesting permission for use of the park for March 21, 2015 Community Sale.

 

Motion to allow Community Sale to use park on March 21, 2015 made by Schoenbrun, 2nd by Allen.  Roll call… Allen – AYE; Malin – AYE; Michel – AYE; Schoenbrun – AYE;  Whaley – AYE.  Motion carried.

 

George Wall was present due to letter received from the Board regarding the water dispenser located at his property at 102 W. Main Street.  Discussion followed.  Anthony Brown to contact Peoria County to see what can be done regarding the sidewalk at the intersection of Main Street and Glasford Road so that George Wall can find a solution on obtaining the proper height of the water dispenser.  Brown to report back with findings at February 19, 2015 Board meeting.

Board discussed the complaints received on B&D Towing property regarding junk vehicles and accumulation of garbage.  Chief Harper informed Board that he had spoken with Jim Cooper, owner of said property, and requested of him to clean up the property.  As of this date, no clean up progress has been made on the property.  Chief Harper to review the property and write any violation notices.

Supt. Roberts presented to the Board the need to purchase new pump for Well #1 due to the fact that the current pump is in disrepair.  Roberts presented estimate from Layne Western to install and repair for Well #1.  Discussion followed.

FEBRUARY 19, 2015

 

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd, Clerk Stetler, Trustees Bailey, Malin, Michel, and Whaley. Trustees Allen and Schoenbrun were absent.  Also in attendance: Chief Harper, Streets/Maint. Supt. Brown, Water/Sewer Supt. Roberts, Jim Cummings, Nate Ford and Nick Stahl.

 

Motion to accept January 2015 minutes with corrections made by Malin, 2nd by Whaley.  Roll call… Bailey – AYE; Malin – AYE; Michel – AYE; Whaley – AYE.  All ayes.  Motion carried.

 

Jim Cummings from Greater Peoria Economic Development Council presented to Board the current status of the grant process for the sewer department.  Discussion followed.  Board needs to authorize Mohr & Kerr Engineering to do preliminary plan for sewer project.  Board to decide what option to consider for funding of Village’s portion of the project.

 

Chief presented status update on the clean up at B&D Towing, 202 E. Main Street.  Discussion followed.

 

Discussion regarding the location of the water dispenser at 102 W. Main Street.  Discussion followed.  Mayor Rudd is to contact George Wall regarding possible relocation of the water dispenser to the north end of the building.

13           Officer made traffic stop and arrested driver on outstanding Fulton Co warrant.

15           Officer gave Village Ordinance for Disorderly Conduct from a verbal argument at Whitetails

MARCH 19, 2015

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Bailey, Malin, Michel, Schoenbrun and Whaley.  Also in attendance: Chief Harper, Streets/Maint. Supt. Brown, Water/Sewer Supt. Roberts, Jim Cummings, John Wall, Jr., Brian Broyles, John Rudd, Nanette Rudd and Angela Patterson.

Motion to accept February 19, 2015 minutes made by Allen, 2nd by Malin.  Roll call… Allen – AYE; Bailey – AYE; Malin – AYE; Michel – AYE; Schoenbrun – AYE; Whaley – AYE.  All ayes.  Motion carried.

Angela Patterson requested permission to set a refurbished furniture shop, with snacks and coffee, at 115 N. Hickory Street.  Discussion followed.  Permission granted.

Brian Broyles presented to the Board a status report on Glasford Glory Days.  Broyles stated that there will be 125-150 crafts booths and booths would be set up at the high school; he has acquired an event insurance policy of $1,000,000.00; Sheriff McCoy will have a tactical truck for display; two (2) off-duty Peoria County officers will be available during event; Peoria County Horse Posse will be available during event; two (2) bands will be playing on the stage located at Glasford Road and East Main Street from 7pm to 10:30pm on Friday and Saturday nights; Hog roast on Friday night; Petting Zoo and bouncy house will be provided; Backwoods BBQ will be the food vendor for the craft show; he stated that the event will not block off C&M Market, Glasford Bank, and Glasford Telephone Co.; entry to the Post Office will be from the rear entrance; requested that B&D Towing have vehicles moved from N. Walnut Street by August 19, 2015 to allow for event set-up; and that Harkless will cover windows at the Laundromat to conceal contents of building.

Broyles requested permission to have canned alcohol at the stage provided that there was a fenced in area with one entrance and one exit with security personnel.  The entrance would be located in the Main Street Pub and the owners of Main Street Pub would be responsible for checking IDs for alcohol.  Board agreed to fenced area for canned alcohol during time the bands were playing.

Broyles requested permission to extend the event past Hickory Street up to the area of Akron Services.  Broyles stated that he talked with Akron Services and they said it was okay to go that far.  Discussion followed.  Board agreed to extend past Hickory Street down to Saylor Street.

John Rudd requested that during Glasford Glory Days his business, Whitetails Firepit & Grill, be allowed to have an area extended out on the west side of property which allows alcohol within a fenced area.  He also requested that he be allowed to have bands, fish fry and bags tournament.  John Rudd to present plans at future meeting.

John Rudd also asked Brian Broyles why he was not contacted personally about Glasford Glory Days and he wishes to be more involved in the Glasford Glory Days, but no one has contacted him or made attempts to return his phone calls inquiring about Glasford Glory Days.  Rudd also stated that he did not think it was right that the Main Street Pub benefits from patrons since the entrance to the stage area is located at Main Street Pub location.   Broyles stated that he was under the impression that John had been contacted and was misinformed and would look into the matter.

Jim Cummings presented to Board estimates for proposed sewer grant project.  Discussion followed.  Cummings requested special meeting with Village Engineer Frank Sturm in attendance so that decision can be made on what the actual project would consist of and getting plans ready for a possible loan with IEPA.  Board agreed on having special meeting for that purpose.

Trustee Malin informed the Board that at the Glasford Telephone Company yearly meeting, he was approached and told that the Village Board had discouraged the building of Dollar General within Village limits.  Discussion followed.  It was determined that NO decision regarding the matter had been made by the Village board.  Dollar General did not contact anyone from the Village board regarding proposed construction of new business.  

Mayor Rudd informed Board that George Wall will be lowering the water dispenser located at his business at 102 W. Main Street, but it would take a few weeks due to having testing and inspections done by the EPA.

VILLAGE OF GLASFORD MINUTES

 

MARCH 30, 2015

 

A SPECIAL meeting of the Village of Glasford Board of Trustees was convened at 7:00pm for the purpose of discussing and authorizing the Village engineer to prepare an application for a loan from the IEPA for the sewer system and a facility plan for the sewer system.

In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Baily, Malin, Michel, Schoenbrun and Whaley.  Also in attendance were Village Engineer Frank Sturm, Jim Cummings and Water/Sewer Supt. Roberts.

Jim Cummings and Frank Sturm presented to the Board the appropriate steps to take on applying for a loan with the IEPA to the proposed sewer project of lining sewer lines and upgrade to lift station on North end of the Village.  Discussion followed.

Motion to authorize Mohr & Kerr Engineering to proceed with facility plan and loan application process with IEPA for the proposed sewer project made by Bailey, 2nd by Schoenbrun.  Roll call… Allen – AYE; Bailey – AYE; Malin – AYE; Michel – AYE; Schoenbrun – AYE; Whaley – AYE.  All ayes.  Motion carried.

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:04pm at the Timber Hollis Fire Dept., Co. #1, 306 S. Glasford Rd., Glasford, Illinois.  In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Bailey, Malin, Michel, Schoenbrun and Whaley.  Also in attendance: Chief Harper, Officer Medina, Streets/Maint. Supt. Brown, Water/Sewer Supt. A SPECIAL meeting of the Village of Glasford Board of Trustees was convened at 6:00pm at the Timber Hollis Fire Dept., Co. #1, 306 S. Glasford Rd., Glasford, Illinois, for the purpose of discussing and addressing any concerns or questions regarding Glasford Glory Days and the local businesses located on or near Main Street.

Second Street on the curve located between Oak and Hickory Streets.  Requested that band area be moved from the intersection of Main Street and Glasford Road to the Tiger Bluffs Park.  Bands would be set up on the basketball court area in fenced-in area.

Curtis Humes asked of the Board what the regulations were for a sump pump to drain off of one property to another.  He is having a problem with his neighbor’s property dumping water onto his property and creating standing water.  Discussion followed.  It is a violation to allow water pumped from one’s property onto neighbor’s property.  Tony Brown to look into the matter and present at next Board meeting.

 

Peggy and Roger Allen requested permission to set up area along Main Street by their business for bands to play during Glasford Glory Days.  Discussion followed.

8          While returning from the jail – officers stopped vehicle for failure to stop at a stop sign.  While attempting to

            stop subject threw a case of beer out the window.  5 Passengers – driver issued a citation for illegal

            transportation of alcohol by a minor – 2 were issued curfew ordinance and illegal consumption of alcohol

            and 2 others were given ordinance for illegal consumption of alcohol. (Total 6 OV’s)

9          Officer arrested person on an active warrant.

NOVEMBER 12, 2015

 

A SPECIAL meeting of the Village of Glasford Board of Trustees was convened at 7:00pm for the purpose of discussing hiring a new employee for streets and maintenance position and to discuss part-time employment contract for Harold Roberts that would be effective beginning January 1, 2016.

 

In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Baily, Kingsley, Pilgrim, Schoenbrun, and Whaley.  Also in attendance were Troy Dwyer; Tom Robertson Jr., Keith Reimer and Harold Roberts.  Trustee Allen entered meeting at 7:05pm.

 

Board interviewed Troy Dwyer, Tom Robertson Jr., and Keith Reimer for open streets/maintenance job position.  Discussion followed.

 

Discussion on what Roberts wants for part-time position beginning January 1, 2016.  Discussion followed.

A SPECIAL meeting of the Village of Glasford Board of Trustees was convened at 7:00pm for the purpose of discussing questions asked by the public at the November 19, 2015 board meeting regarding Glasford Glory Days to be held in August 2016 and issues pertaining to formation of a committee, the process of procuring vendors, contracts, insurance and other issues related to organizing Glasford Glory Days to be held in August 2016.

 

In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Bailey, Kingsley, Pilgrim, Schoenbrun, and Whaley.  Also in attendance were Stan Brown, Jay Conrad, Bob Hammerich, Vicki Gard, Marji Wolfe, Pastor Yeager, John Rudd and Nanette Rudd.

 

The audience addressed the Board regarding questions about the formation of a committee for Glasford Glory Days.  Discussion followed. 

 

The audience was informed that if they wanted to form a committee that they could but the Board was not involved in that process.  The audience was also informed that two (2) board members could be part of the committee but the Board would not assign anyone, board members would have to volunteer.  Discussion followed.

 

Volunteers for the committee would be as follows:  Jay Conrad, Nanette Rudd, John Rudd, Pastor Yeager, Marji Wolfe, John T. Kingsley, and Dan Bailey. 

 

It was discussed that the committee wanted John T. Kingsley as president, Marji Wolfe as treasurer, Jay Conrad as vice president and Nanette Rudd as secretary.  Discussion followed.

 

The audience was informed that the formal decision of the officers for the committee would have to be done in a committee meeting not during the Village Board meeting.

Lewis Brown asked of the Board why there was a committee formed for the Glasford Glory Days.  Discussion followed.  Mayor Rudd told Lewis that he would have to talk with the committee because the Board was not in charge of the committee.

 

Peggy Allen asked the Board if it was okay for the Main Street Pub to stay open until 3:00am on New Year’s Eve.  Discussion followed.  Board agreed that Main Street Pub and Whitetails Firepit could stay open until 3:00am on New Year’s Eve, but once a patron left the building they could not re-enter.

 

John Rudd informed the Board that he was extending the roof upward on the back of Whitetails Firepit and asked if he needed a permit.  Discussion followed.  No permit required because no square footage was being added.

 

Trustee Kingsley entered meeting at 7:04pm.  Trustee Allen entered meeting at 7:08pm.
