Village of Glasford Monthly Meeting Minutes

Board meetings are held on the third Thursday of every month at 7:00pm.

Meetings are held at the Village Hall, located at 305 Oak Street, and the public is encouraged to attend.

VILLAGE OF GLASFORD MINUTES

 

JANUARY 17, 2013

 

 

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Bailey, Michel, Schoenbrun and Whaley. Also in attendance was Chief Harper, Streets/Maint. Supt. Williams, Water/Sewer Supt. Roberts, Ordinance Officer Pye, James Malin, Mr. & Mrs. Gene Wilson, and Travis Winter.

 

Motion to accept December 2012 minutes made by Bailey, 2nd by Schoenbrun.  Roll call… Allen – AYE; Bailey – AYE; Michel – AYE; Schoenbrun – AYE; Whaley – AYE.  Motion carried.

 

Travis Winter requested of Board to open the Glasford Corner Bar on 2013 Super Bowl Sunday.  Board granted request.  Glasford Corner Bar and Whitetails Fire Pit can be open on 2013 Super Bowl Sunday from 12:00pm to 12:00am.

 

Mayor Rudd presented James Malin to Board as his nominee to fill the vacancy of Randy Beecham’s term. Discussion followed.

 

Motion to accept James Malin as new board trustee to fill Randy Beecham’s term made by Whaley, 2nd by Schoenbrun.  Roll call… Allen – AYE; Bailey – AYE; Michel – AYE; Schoenbrun – AYE; Whaley – AYE.  Motion carried.

Williams presented to Board Gene Wilson of Christmas Lane Originals.  Mr. Wilson then presented to Board his prices for new Christmas lights to be hung on the street light poles along Main Street.  Discussion followed.  Board decided to purchase six (6) lights for the 2013 holiday season.  Board agreed upon two wreaths, two bells and two stars.

 

Board agreed to ten-minute break at 8:10pm.  Meeting resumed at 8:20pm.

 

Water/Sewer report presented and accepted.

 

Roberts requested Board that he be reimbursed for the $250 automobile insurance deductible on his 2006 Chevrolet pick-up due to damage sustained while on Village business at sewer plant.  Discussion followed. 

 

Motion to reimburse Roberts $250 for automobile insurance deductible made by Allen, 2nd by Schoenbrun.  Roll call… Allen – AYE; Bailey – AYE; Malin – AYE; Michel – AYE; Schoenbrun – AYE; Whaley – AYE.  Motion carried.

 

Roberts also questioned the Board regarding his mileage reimbursement when using his personal vehicle on Village business.  Discussion followed.  Roberts is to keep track of his mileage and trips back and forth from sewer plant, water testing, etc., for a month and present it to Board at February meeting so a solution can be made regarding the matter.

 

Roberts requested of Board to change his pay scale from salary to hourly.  Discussion followed.

Roberts request to have pay scale changed from salary to hourly was denied.  Roberts presented rebuttal of decision that since his request was not granted, he will only work from the hours of 7:00am to 3:30pm.  Discussion followed.  Roberts is to meet with Trustee Whaley to discuss terms of employment and present these terms at February 21, 2013 Board meeting.

 

Board agreed that employees’ vacation time is no longer “use it or lose it”.  If an employee does not used accrued vacation time for a year, it can carry over to the next year.  Guidelines will be discussed at February Board meeting.

 

Motion to increase police wages by $1.00 per hour for Chief and $.50 per hour for other officers, at Chief’s discretion based on time employed, experience, etc., made by Bailey, 2nd by Schoenbrun.  Roll call… Allen – AYE; Bailey – AYE; Malin – AYE; Michel – AYE; Schoenbrun – AYE; Whaley – AYE.  Motion carried.

Trustee Whaley informed new board members that they will need to get hepatitis shots at the Peoria County Health Department.

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd, Trustees Allen, Malin, Michel, Schoenbrun and Whaley. Clerk Stetler and Trustee Bailey were absent.  Trustee Michel take minutes for the meeting.  Also in attendance was Chief Harper, Streets/Maint. Supt. Williams, Water/Sewer Supt. VILLAGE OF GLASFORD MINUTES

 

APRIL 1, 2013

 

 

A SPECIAL meeting of the Village of Glasford Board of Trustees was convened at 6:30pm for the purpose to decide on what measures to take on emergency repairs and costs for Well #3.  In attendance were Mayor Rudd, Trustees Allen, Bailey, Malin, Michel, Schoenbrun and Whaley.  Clerk Stetler was absent.  Trustee Michel took minutes.  Also in attendance was Water/Sewer Supt. Harold Roberts.

 

The purpose of this special meeting was to discuss what emergency repairs were needed for Well #3 pumping assembly and the pricing proposals from Layne-Western to do such repairs.

 

Roberts presented to Board four (4) different proposals for the emergency repair of Well #3’s pumping assembly.  Discussion followed.

 

Motion to accept Layne Western’s proposal for emergency repairs with Certa-Lok Drop Pipe in the amount $23,220.50 with twelve (12) month financing made by Allen, 2nd by Schoenbrun.  Roll call ….   Allen – AYE; Bailey – AYE; Malin – AYE; Michel -- AYE Schoenbrun – AYE; Whaley – AYE.  All ayes.  Mayor Rudd abstained from voting.  Motion carried by unanimous vote of the corporate authorities.

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd, Trustees Allen, Bailey, Malin, Michel, Schoenbrun and Whaley. Also in attendance was Josh & Amanda Alexander, David Burgess, Chief Harper, Streets/Maint. Supt. Williams, and Water/Sewer Supt. Roberts.

Josh and Amanda Alexander presented to Board their concerns regarding semi-trucks that are delivering and/or receiving loads at Wall’s Industrial are doing damage to their front yard located at 317 W. Main Street.  Discussion followed.

 

David Burgess questioned Board if there was to be any openings for an Ordinance Violation Officer.  Discussion followed.  Mr. Burgess was told by Board to fill out an application but there was no opening at this time due to funding.

Clerk informed Board that quotes received on the employee health insurance have been received but none have yet been cheaper than current plan that the Village has with Local Government Health Care insurance company.  Discussion followed. 

 

Board discussed the need for committee to be formed to revise outdated Village Code and Ordinances.  Discussion followed.  Schoenbrun and Whaley agreed to be said committee.

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd, Trustees Bailey, Malin, Michel, Schoenbrun and Whaley.  Trustee Allen was absent.  Also in attendance were Josh Alexander, Tom Gibson, Police Chief Harper, Water/Sewer Supt. SEPTEMBER 19, 2013

 

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd, Trustees Allen, Bailey, Malin, Michel, Schoenbrun and Whaley. Also in attendance were Chief Harper, Water/Sewer Supt. Roberts, John Rudd, Nanette Rudd, Donice Thomas, Donald Harr, Eric Lee, Chad Michel, Ron Michel, and Bill Ogle.  Streets/Maint. Supt. Williams was absent.

Supt. Roberts informed Board of the water line problem at Donice Thomas’ house on N. Oak Street.  Discussion followed.  Roberts to make necessary repairs in a timely fashion so not to create an inconvenience for Ms. Thomas.

 

Donald Harr presented to Board a proposed plan to build a new garage on the north side of his property along the alley.  Discussion followed.  Mr. Harr was informed by the Board that he would have to have property pins located and a variance hearing would be needed before he could proceed with construction due nonconforming setbacks.  Mr. Harr agreed and would contact the Village Clerk when he was ready to proceed with the variance process.

 

John Rudd and Nanette Rudd, owners of the Whitetails Fire Pit & Grill, requested that sales of alcohol be allowed on Sundays.  Discussion followed.  John Rudd presented to Board that the increased sales on Sundays would benefit not only his business, but the Village of Glasford too regarding increase in sales tax and video gaming proceeds.  Board informed John and Nanette Rudd that the decision would have to be up to the residents of the Village of Glasford and the Village Clerk to contact the Village Attorney to see what was the proper procedure on getting a nonbinding referendum on the March 2014 ballot.

 

Chad Bordner requested of the Board a 90-day extension for the reconstruction of the gym walls at 105 E. Fifth Street. Bordner requested said extension to get the block walls up and the trusses for the roof.  Bordner also stated that he had cashed in his 401K to finance the project.  Bordner also requested that if he did not get the project done in 90 days, he would agree to demolish the gym part of the old grade school.  Discussion followed.  Board DENIED Bordner’s request for an extension for the project.  However, Board did agree that if Bordner wanted to put a fence up where the walls once stood, it would be ok for him to install fence.

 

Eric Lee introduced himself to the Board and informed the Board that he purchased the property at 602 E. Main Street.  Mr. Lee asked the Board of regulations for remodeling the house.  Mr. Lee is going to remodel the inside of the house, install new siding and a new roof.  Mr. Lee also stated that he might construct a new garage.  Discussion followed.  Mr. Lee to contact the Village Clerk when he is ready to start the remodeling process and she will instruct him on what steps to take.

 

Motion for Chad Bordner to demolish the gym part of the old grade school which consists of three (3) walls in 60 days, made by Malin, 2nd by Allen.  Roll call…. Allen – AYE; Bailey – NAYE; Malin – AYE; Michel – AYE; Schoenbrun – AYE; Whaley – NAYE.  Vote was 4-2, motion carried.

Clerk presented to Board draft of proposed employee handbook to be implemented for all Village of Glasford employees.  Discussion followed.  Board members to review said handbook by next Board meeting and make a decision.

OCTOBER 17, 2013 ~ SPECIAL MEETING

 

A SPECIAL meeting of the Village of Glasford Board of Trustees was convened at 6:30pm for the purpose of a variance hearing to hear any comments or objections presented on the request by owner Bill Ogle, 401 S. Walnut St., Glasford, IL, TID for VARIANCE of   construction of a porch on the north side of the single-family dwelling located on said property, which would not conform to setbacks.  Owners propose constructing a porch on the north side of the single-family dwelling located on said property.  Mayor Rudd, Clerk Stetler, Trustees Allen, Baily, Malin, Michel, Schoenbrun and Whaley.  Also in attendance were Bill Ogle, Phil Michael and Laurie Johnson.

No persons presented objections on variance request.  Discussion followed.

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm.  In attendance were Mayor Rudd, Trustees Allen, Bailey, Malin, Michel, Schoenbrun and Whaley. Also in attendance were Chief Harper, Water/Sewer Supt. Roberts, Streets/Maintenance Supt. Williams, Bill Ogle, Phil Michael, Laurie Johnson, Jim Willoby, Mr. Knussman, and Jim Cummings.

Trustee Malin presented two (2) quotes for tires on the 2000 Dodge Truck as follows:  Tommy House, Pekin IL in amount of $643.28 and Jim’s Tire, Canton IL in amount of $569.92.
